The Department of Defense has halted the use of Project Labor Agreements for federal construction projects.

The U.S. Department of Defense contracts out billions of dollars’ worth of construction work each year. In November 2024, the DOD provided over $2.3 billion worth of  construction contracts. These were awarded with Federal Project Labor Agreements. National PLA contracts represent thousands of union construction jobs for the building industry.  

PLA’s save taxpayers billions of dollars and can meet a community’s goals for local hire, special outreach to veteran, and work for others with barriers to employment. Without them, non-union employers  low bid for this work. These agreements  are critical to the unionized construction industry providing good paying jobs to thousands of union members.
