New York, NY—Port Authority board commissioners agreed on Wednesday to forego $1.2 billion of its own money to rebuild 3 World Trade Center and instead would craft a “hybrid” arrangement with the developer, Larry Silverstein, to rebuild the last remaining tower at the site.
